Ross Milloy
President
Since July, 1994 Ross Milloy has served as president of The Austin-San Antonio Corridor Council, a regional non-profit public/private partnership composed of more than 130 political jurisdictions, public authorities and business, created in 1984 to support long-term infrastructure and economic development for the Austin-San Antonio Corridor.
As president of the Corridor Council, Mr. Milloy helped draft and pass State legislation creating the Austin-San Antonio Commuter Rail District and currently serves as the Interim Executive Director for the District. He has helped to secure $57.6 million in Federal funding for planning and preliminary engineering for that project and played a key role in promoting the construction of the $1.4 billion State Highway 130, which opened in December, 2006.
Mr. Milloy reports to an executive committee composed of elected officials and corporate and political leaders from a ten-county area stretching from San Antonio to Temple along IH-35 in Central Texas.
Before joining the Corridor Council, Mr. Milloy had been a New York Times writer, co-edited four books on public policy, operated one of the most active independent media production companies in Texas, worked for both the Texas House and the Texas Senate, and served twice as press aide and speechwriter for a Texas gubernatorial candidate. He is a graduate of Antioch College and attended the University of Texas and the Universidad de las Americas in Cholula, Mexico.
TJ Costello
Director of Economic Development and Membership
TJ Costello handles the market analysis, economic planning and membership activities for the Corridor Council, keeping constant watch out for economic issues which may affect members or communities within the Austin-San Antonio Corridor. Mr. Costello has an extensive background in economic analysis, economic understanding and market research and has written and spoken on economic issues and trends. He serves as the market research instructor at BiG Austin and is an adjunct faculty member and coach with Concordia University-Texas. Prior to this he was employed by the American Arbitration Association in New York as the National Coordinator where he oversaw regional development, relationship building and membership affairs. Mr. Costello is a native of New York and received a degree in Applied Economics from Ithaca College. He moved to Texas to attend the LBJ School of Public Affairs at the University of Texas at Austin and graduated with a Master of Public Affairs degree with a Graduate Portfolio in Dispute Resolution from University of Texas Law School
Donna Hurta
Director of Finance and Operations
Donna Hurta is responsible for the day to day operation and development of internal controls and procedures. She provides all necessary financial and accounting direction as well as oversees audits, financial statements and budgets for the Corridor Council and its committees. Mrs. Hurta’s career has spread over twenty five years and includes experience in public, private, governmental and non profit accounting. She received her Associate’s degree in Accounting from Angelina College in Lufkin, Texas in 1986 before serving in the United States Army. Mrs. Hurta earned her MBA and two BBAs including a teaching license from the University of Houston at Victoria in 2000, 1999 and 1998, respectively. Most recently she served as the Controller for an Austin Based Management Firm which included in its group four proprietary schools. She participates in advisory boards for proprietary schools in the Austin Area and has worked and lived in the Austin area since 2000.
Sarah Matthews
Director of Administration
Sarah Matthews provides executive-level support to the president and oversees Human Resources, IT services, purchasing and event planning. Ms. Matthews serves as the contact point person and administrator for the Council while maintaining computer system integrity and IT technical support. Sarah has over 15 years of professional experience in business administration including Human Resources, events planning and LAN administration. Ms. Matthews served as Executive Assistant to the Mayor’s Task force on the Mueller Project and relocation of the Robert Mueller Airport to the Austin-Bergstrom International Airport/City of Austin under the leader ship of former Mayor Bruce Todd. Sarah is a native of Lake Charles, Louisiana and has degrees in both Business Systems Administration from Clark Jr. College and in Computer Science from McNeese State University of Lake Charles. Sarah moved to Texas in 1989 to pursue her career in information technology.
